Parking Services Data Privacy Notice
Parking Services forms part of the Directorate of Economic Growth and Neighbourhood Services.
This document explains how your information will be held about you and processed by parking services. You can also find out more about the Data Protection Act 2018 (DPA 18) and the UK General Data Protection Regulations. (UK GDPR) and your rights on our data protection pages

Who is collecting and using your personal data?
Reading Borough Council will act as a “Data Controller” for any personal data that you provide to us. We will ensure that the data given to us is processed in line with our Data Protection Act 2018 (DPA 18) and the UK General Data Protection Regulations (UK GDPR).
Please note that not providing your personal data may lead to you being unable to utilise services provided by parking services.
What personal data is held?
We collect different categories of information about you, depending on the service you want from us and/or the reason why we need to process information relating to you. This could be personal information (for example your name and address), or other more sensitive data that we would only collect and use in very particular circumstances that are set out in law.
Why do we need your personal information?
Reading Borough Council will collect enough personal information in order to provide you with services and for the following purposes:
- To manage and enforce permit schemes in on street and off-street locations.
- To manage and enforce on street parking restrictions including CCTV enforcement systems.
- To manage and enforce off street parking. This includes provision of services at pay on foot multi storey car parks where CCTV Automatic Number Plate Recognition (ANPR) is in use.
- To include the provision, via a contract with a third – party provider, of a cashless parking service at on and off-street parking sites.
- To enforcing Penalty Charge Notices, we will obtain the name and address of the registered keeper of the vehicle from the DVLA. Other personal data, which will differ from case to case, may be processed if relevant to the charge notice and any representation made by you.
- For the enforcement of parking contraventions and other associated enforcement purposes and permit management and card payments for parking transactions
Under UK GDPR Article 5(1)(b), we are not permitted to collect information we do not need or will not use. This document covers information you have provided direct to us and information which has been shared with us by other organisations.
We rely upon the following legal bases to process your personal data:
According to the General Data Protection Regulations (GDPR) Article 6(1)(c) and the Data Protection Act 2018, we must have a reason to collect and use your information.
This will be:
- to deliver services and support you
- to enable us to manage the services we provide
- to train and manage our workers who deliver those services
- to investigate any worries or complaints you may have about our goods or services
- to check the quality of our goods and services
- to help with research and planning of new services.
There are several legal reasons why we need to collect and use your personal information.
Carrying out of a contract to which you are a party to. For example, Parking in a council car park, you are bound by the terms and conditions of each car park or when purchasing a resident permit.
In the public interest or in the exercise of official authority in relation to the enforcement of traffic regulation orders, within Reading Borough Council.

- In the public interest or in the exercise of official authority in relation to the enforcement of traffic regulation orders, within Reading Borough Council
Who do we share your information with?
The data you provide may be disclosed to other enforcement agencies for enforcing parking contraventions or to agents of the council during the course of Penalty Charge Notice processing and or debt collection. It may also be disclosed to other departments within the Council or external parties for related enforcement purposes or as required to by law.
Third party companies could be as follows:
- DVLA
- Council Tax
- Enforcement Agencies for collection of unpaid debts
- Printing companies
- Debt Management system providers
- Other council departments for the purposes of fraud detection
- Pay by Phone companies
- Card Payment suppliers
- Traffic Penalty Tribunals
- Traffic Enforcement Centre
- Police, and or other emergency services
Your information will not be disclosed to any other organisations, except where we are required and allowed to by law.
How long do we keep your personal information?
As the data we hold is in relation to income received, whether that is by means of a Penalty Charge Notice, purchasing a season ticket, purchasing a parking session, or joining a resident scheme. We will keep your personal data for six years + the current financial year.
What can you do with your information?
Under the Data Protection Act 2018 and the UK General Data Protection Regulations (UK GDPR) you have the following rights:
- The right of access to you own personal data.
- The right to request rectification or deletion of your personal data.
- The right to object to the processing of your personal data.
- The right to request a copy of the information you provide us in machine-readable format.
- The right to withdraw your consent to any processing that is solely reliant upon your consent.

Your right to complain
In the event that you wish to complain about the way that your personal data has been handled by Reading Borough Council, you should write to the Data Protection Officer and clearly outline your case. Your complaint will then be investigated in accordance with the Council’s complaints procedure. You can email IGTeam@reading.gov.uk.
If you remain dissatisfied with the way your personal data has been handled, you have the right to complain to the Information Commissioner’s Office at www.ICO.org.uk. You may refer the matter to the Information Commissioner’s Office whose contact details are below:
