Reading Borough Council is a Data Controller under the General Data Protection Regulations. We hold the information given to us for the residents’ parking scheme for specific purpose of processing and managing the residents parking scheme only. Under the GDPR any information you provide may be disclosed to other organisations in order for this local authority to perform its duty to protect public funds it administers, and to this end may use the information you have provided for prevention and detection of fraud. It may also share this information with other bodies responsible for auditing or administering public funds for these purposes.

Conditions on the issue of permits

  • Digital permits must be validated on our system to allow the vehicle to park, it is not enough to have applied for a permit to be able to park in the permit zone.
  • Physical (paper) Permits must be displayed clearly in the windscreen of the vehicle when parking in the permit zone.
  • Signs on the street display the code for your zone that must match that on your permit.
  • The permit does not guarantee a parking place but gives permission to park in the zone stated until the permit expires.
  • I confirm the vehicle is below 5.3 metres long and/or 2.25 metres high (unless applying for a discretionary permit and reasons stated why vehicle over size)
  • I confirm if the physical permit is lost, stolen, damaged or destroyed to inform the Council immediately so the permit can be cancelled. I understand a duplicate can be issued at a fee of £40.
  • I understand if I change vehicle or any of the details change a replacement physical permit will be issued without charge provided the old permit is returned, otherwise a £40 fee may apply.
  • The permits are valid for 12 months; it will be your responsibility to renew/re-apply for the permit, as reminders may not be sent (unless stated otherwise – see below).
  • This permit does not allow you to park in contravention of any other traffic restrictions, for example yellow lines.
  • If you move address or no longer qualify for a permit under the permit scheme rules (e.g., left employment) – permits must be cancelled online or returned for cancellation.

Additional terms and conditions for permit types

Visitor Permits, Discretionary Visitor and Business Visitor Permits

Conditions on the use/issue of permits:

  • Digital Visitor permits must be validated before parking in the permit zone. Signs on the street display the code for your zone that must match that on your permit.
  • Visitor Scratchcard Permit must be displayed clearly in the windscreen of the vehicle when parking in the permit zone. Signs on the street display the code for your zone that must match that on your permit.
  • The permit does not guarantee a parking place but gives permission to park in the zone stated until the permit expires.
  • I confirm if the physical permit is lost, stolen, damaged or destroyed to inform the Council immediately so the permit can be cancelled. I understand a duplicate can be issued at a fee of £40.
  • I understand that if I change address, I will cancel the permits online and/or return the permit(s) for cancellation as the Council will not be able to issue new permits for an address unless notified.
  • The permits are valid for 12 months; it will be your responsibility to renew/re-apply for the permit, as reminders may not be sent.
  • The permit is only valid in the Permit Holder parking bays within the Residents Parking Scheme. Failure to display a valid visitor scratchcard permit or displaying a visitor scratchcard permit incorrectly may result in a Penalty Charge Notice being issued.
  • The visitor scratchcard permit must be clearly displayed in accordance with the instructions as set out on the permits:
    • Only ONE time period, ONE month, ONE date and ONE year to be scratched off on each permit.
    • The permit is invalid if more than one TIME PERIOD/MONTH/DATE/YEAR panel has been scratched off.
    • The permit is invalid without a vehicle registration number written in the panel on the front of the permit.
  • Visitor scratchcard permits are only valid for the period and date shown.

The AM period applied from 8am to 2pm.

The PM period applied from 2pm to 10am the following day to allow for overnight visitors.

  • The permits are not refundable or exchangeable.
  • The permit does not guarantee the holder a space or unrestricted right to a space.
  • The digital visitor permit is linked to the residents permit zone. The visitor scratchcard permit is only valid in the zone specified on the front of the permit.

Carer

Conditions on the use/issue of permits:

  • Digital Permits must be validated before a carer can park – only one carer can park at one time.
  • Physical Permit must be displayed clearly in the windscreen of the carer’s vehicle when parking in the permit zone. Signs on the street display the code for your zone that must match that on your permit.
  • The permit does not guarantee a parking place but gives permission to park in the zone stated until the permit expires.
  • The permit will be kept at your household and given to your carer on arrival.
  • I confirm the vehicle(s) is/are below 5.3 metres long and/or 2.25 metres high (unless applying for a discretionary permit and reasons stated why vehicle over size)
  • I confirm if the physical permit is lost, stolen, damaged or destroyed to inform the Council immediately so the permit can be cancelled. I understand a duplicate can be issued at a fee of £40.
  • I understand if I change vehicle or any of the details change a replacement physical permit will be issued without charge provided the old permit is returned, otherwise a£40 fee may apply.
  • I understand that if I change address, I will cancel online/return the permit for cancellation as the Council will not be able to issue new permits for an address unless notified.
  • The permits are valid for 12 months; it will be your responsibility to renew/re-apply for the permit, as reminders may not be sent.

Temporary

Conditions on the issue of permits:

  • The permits are valid for 8 weeks; it will be your responsibility to apply for a full residents permit before the expiry date.
  • Temporary permits cannot be renewed.

Emergency cover

Conditions on the issue of permits:

  • The permits are valid for one week (7 days);
  • The permits are not refundable or exchangeable.
  • Emergency cover permits cannot be renewed.
  • Only one in a 6-month period.

Teacher

Conditions on the issue of permits:

  • I confirm that I am employed by the school as a Teacher, Trainee Teacher or Teaching Assistant as per the rules.
  • The parking permits are restricted to term time only parking, between 7am and 8pm. 

Healthcare professional

Conditions on the issue of permits:

  • I understand that if I cease working in the Healthcare Profession and/or practice the permit was issued to, I will cancel the permit online/return the permit for cancellation.
  • This permit is issued to assist you to visit patients in streets within permit parking zones. They are only valid to visit a patient in their home located within a permit zone.
  • The permit is valid for all zones solely for use in pursuit of professional duties as explained above (except for parking in permit zone TC4).
  • A Healthcare Professional permit is not valid for use while you are working at or visiting your practice or usual place of work or for other activities such as taking a patient shopping/going to doctor’s appointments. Abuse of these conditions may result in the permit being withdrawn.
  • Without a validated digital permit or valid physical (paper) permit on display in the vehicle you are not entitled to park in permit parking spaces.
  • The Healthcare Professional Permits are not allowed to park in the doctor’s permit bays

Medical practitioner

Conditions on the issue of permits:

  • I understand that if I cease working as a Medical Practitioner and/or Practice the permit was issued to, I will cancel the permit online/return the permit for cancellation.
  • This permit is issued to assist you to visit patients in streets within permit parking zones. They are only valid to visit a patient in their home located within a permit zone.
  • The permit is valid for all zones solely for use in pursuit of professional duties as explained above (except for parking in permit zone TC4).
  • Without a validated digital permit or valid physical permit on display in the vehicle you are not entitled to park in permit parking spaces.
  • The Medical Practitioner permit allows parking in the marked doctor’s permit bays.

Tradesperson’s permit

Conditions on the issue of permits:

Tradesperson permits are issued on an ‘all zones’ basis.

  • I understand that if I cease working as a Tradesperson and/or at the Business the permit was issued to, I will cancel the permit online/return the permit for cancellation.
  • All Permits are issued solely for the purpose of carrying out business at premises within permit parking zones.
  • The physical permit must be clearly displayed in the vehicle along with the wipe clean card stating the address at which business is taking place.
  • They are NOT valid for visiting or working at the applicant’s business address if located in a permit parking zone.
  • They are NOT valid for parking on other restrictions e.g. yellow lines.
  • Abuse of these conditions may result in withdrawal of the permit and may also result in the issue of a Penalty Charge Notice.
  • The permit is not valid in permit zone TC4.
  • They are valid 7am – 7pm only.

Landlord

Landlord permits are issued on an ‘all zones’ basis.

  • I understand that if I am no longer a Landlord of the properties the permit was issued for, I will cancel online/return the permit for cancellation.
  • All Permits are issued solely for the purpose of carrying out business at premises within permit parking zones.
  • The physical permit must be clearly displayed in the vehicle along with the wipe clean card stating the address at which business is taking place.
  • They are NOT valid for visiting or working at the applicant’s business address if located in a permit parking zone.
  • They are NOT valid for parking on other restrictions e.g. yellow lines.
  • Abuse of these conditions may result in withdrawal of the permit and may also result in the issue of a penalty charge notice.
  • The permit is not valid in permit zone TC4.

Special vehicle access annual permit

  • Digital permits must be validated on our system.
  • Physical (paper) Permits must be displayed clearly in the windscreen of the vehicle.
  • The permit allows ACCESS only; it is not a parking permit
  • The permit is only valid for access into the Zone specified on the permit
  • I understand that if I move, I will return the permit for cancellation.
  • The permits are for 12 months; it will be my responsibility to re-apply for the permit, as reminders may not be sent.
  • I confirm the vehicle is below 5.3 metres long and/or 2.25 metres high
  • I confirm if the physical permit is lost, stolen, damaged or destroyed to inform the Council immediately so the permit can be cancelled. I understand a duplicate can be issued at a fee of £40.
  • I understand if I change vehicle or any of the details change a replacement physical permit will be issued provided proof of vehicle ownership is supplied.

Chester Street car park parking permit (Chester Street traders)

Conditions on the issue of permits:

  • Permit must be displayed clearly in the windscreen of the vehicle when parking in the permit bay so that it can be seen and read clearly from outside of the vehicle.
  • This permit is ONLY valid for the Chester Street Car Park permit holder’s bays.
  • This permit is NOT VALID in the Disabled or Pay and Display bays in the Chester Street car park.
  • I confirm if the permit is lost, stolen, damaged or destroyed to inform the Council immediately so the permit can be cancelled. I understand a duplicate can be issued at a fee of £40.
  • I understand if I change vehicle or any of the details change a replacement permit will be issued without charge provided the old permit is returned, otherwise a£40 fee may apply.
  • I understand that if I change address, I will return the permit for cancellation as the Council will not be able to issue new permits for an address unless notified.
  • The permits are valid for 12 months; it will be your responsibility to renew/re-apply for the permit, as reminders may not be sent.
